what peasants need most now is one, money. two, stablity and peace. three, security.
the gov is trying their best to do that.
on chee's part, his intention is: one, sow distrust and disunity among peasants. two, sow a sense of hopelessness of despair of gloom & doom. three, instigate unrest to rallying against gov.
is there any positive outcome from them? not only NO but plenty of negative emotion they were trying to propagate into hare blained peasants like his weak-minded followers.
